Interviews
Interviews were held with the Head of LS, the three panel chairs and the Deputy
Head of LS. Most of the questions were open‐ended. The interviews were not
limited in time. The teachers had time therefore to speak freely about their
feelings and opinions.
Delegation
The Head of LS felt that he gave his panel chairs a good deal of authority to run
the Departments as they wished. He felt he was a good delegator. His
impression was they couldn't operate on their own because they kept running
to him every time a problem occurred.
The panel chairs felt he was a poor delegator. He was always:
(a) interfering in their work;
(b) demanding to know everything that was going on;
(c) chastising them if they made even small decisions without asking his
permission.
Decision‐making
The other major source of complaint was about decision‐making. The panel
chairs claimed:
(a) it was too slow and held up their work;
(b) it was not participative;
(c) it was generally based on inadequate information.
The managing director claimed that he had to make decisions quickly because
he was under pressure from the panel chairs, parents and the teachers. He also
claimed participation did not work because no one was interested anyway.
Overtime
The issue of spending too much time at work came up in the three interviews
with panel chairs The following complaints were made:
(a) they were never consulted about new tasks required;
(b) these arrived without warning.
