An incorporated management committee of a school may do anything
that appears to it to be necessary or expedient for the purposes of, or
in connection with, the proper management, administration or
operation of the school in accordance with the vision and mission and
the general educational policies and principles set by the sponsoring

body of the school .
As the chief executive officer of the school, the Principal will be
considered as having a duty to report to the IMC the progress on these
matters. In turn, his source of legal authority to enter into
commitments that can bind the school will stem from any delegation
of authority conferred by the IMC. While convention implies that the
Principal will have a wide power, this can be limited in such manner as
the IMC considers fit. Examples of such limits to authority include the
signing of cheques, entering into purchasing contracts, choice of
textbook suppliers etc. The Supervisor in such a school has a particular
task and this is defined in section 39 of the Education Ordinance. The
Supervisor has authority to conduct all correspondence on the
management of the school between the school and the EDB. The
Supervisor also has duties to give notice to the EDB.
