Building a comprehensive plan takes time. There is often a tension
                          between the desire to ‘do it yourself’ and the need to engage
                          members of the community in developing the plan – which can take
                          sustained effort.  However, the importance of the planning process
                          cannot be overstated—the action of methodically putting a plan
                          together is critical in shifting the school’s culture. The planning process
                          involves the following seven steps:





                                   Step 1: Establish an Action Team

                                   Step 2: Engage Parents and Community Members

                                   Step 3: Involve Students


                                   Step 4: Create a statement of School Vision and
                                           Values

                                   Step 5: Build a Supervision Plan


                                   Step 6: Develop a Response Plan
                                   Step 7: Implement and Monitor the School Plan
