Through opportunities to collaborate and develop effective
practices, the programme will enable BPs to seek ways to
build professional leadership learning communities that help
Hong Kong students toward happier and more productive
school lives. The sponsorship programme places a premium
on supporting BPs’ school reform efforts, and, in conjunction
with the EDB, to explore ways to assist BPs to slip more easily
and productively into their roles. In addition, it seeks to build
a culture of principals-helping-principals which can endure
beyond formal structures and the time frame of the
programme itself. It is assumed that the sponsorship
arrangement will be as beneficial to experienced principals –
be it in different ways - as it is to BPs.

BPs will be sponsored by an experienced principal who
targets their partners’ leadership and school needs. Blue
skies Sponsors will furnish learned know-how and an external
perspective in order to help new principals deal successfully
with everyday issues while keeping their sights set on the
ultimate improvement of their school, and student
outcomes. The blue skies structure provides BPs with timely
access and individual guidance and support from Sponsor
principals who have proven their effectiveness in schools.
