Xu Hui, Party Secretary and Director of the Education Bureau of Jianggan District in
Hangzhou, has continually promoted the comprehensive reform of regional education
and piloted the ‘New Education Community’ governance model. He has put
forward the ‘Three Comprehensive Quality View’, which takes all students into
consideration, facilitates student holistic development and focuses on the whole
process of teaching and learning. He has also summarized the spirit of Jianggan
teachers – that involves three keywords: Passion, Wisdom and Dedication.
Furthermore, he has led the development of regional education towards high quality
and equity.

Under his leadership Jianggan has successfully become The First Batch of Modern
Education Districts in Zhejiang Province and The National Model of Achieving Equitable
Compulsory Education during the 12th Five-Year Plan period (2011-2015).
