Fellowing the establishment of a new political order after the 2019 unrest, the Central Government expects Hong Kong to enter an era of good governance focusing on economic development and quality of life to bring 'happiness' (幸福感)to the wider population. Enhancing governance capability and governance efficacy has since been a persistent goal of the SAR government. How has the government fared so far?
