Congratulations to Associate Professor Lina Vyas and Research Assistant Professor Stuti Rawat for being awarded the Best Paper Award at the European Group for Public Administration Annual Conference in 2021.
The awarded article, entitled “When public administration education switches online: Students perceptions during COVID-19”, co-authored with Dr Yan Yifei (LSE Fellow) and Dr Alfred Wu (Assistant Dean at the Lee Kuan Yew School of Public Policy, National University of Singapore), has just been published in Teaching Public Administration.

香港教育大學亞洲及政策研究學系委任香港特別行政區政府前政務司司長張建宗，大紫荊勳賢，GBS，JP為榮譽教授。
張先生於1972年七月畢業於香港大學，並隨即加入政府為新聞主任。1979年他轉投政務職系，並於2004年晉升至甲一級政務主任。他早期的職位包括東區政務主任、港督助理私人秘書、工業發展委員會秘書、助理貿易署署長，以及財政司政務助理。作為高級首長級人員，他先後出任司法機構副政務長、中央政策組副首席顧問、副教育統籌局局長、勞工處處長、教育署署長，以及經濟發展及勞工局常任秘書長。
2007年，張先生獲政治任命為勞工及福利局局長，並在該崗位服務長達近十年至2017年。同年一月他被任命為政務司司長，直至2021年6月。張先生離開政府時服務社會接近半世紀，為香港歷史上在政府工作年期最長的官員。
張先生於2022年9月加入亞洲及政策研究學系，稍後會於公共政策及管理碩士課程分享他的經驗及與師生會面。
亞洲及政策研究學系署理系主任李肇祐表示：「我們很榮幸邀請到張先生擔任榮譽教授，他豐富的經驗能將為學生及教員帶來莫大裨益。我們期待從他身上學習並共事。」
面對日新月異的社會挑戰，各個領域對公共政策與公共管理人才的要求不斷提高，亦有不少公務人員選擇重返校園學習公共管理專業知識。香港教育大學公共政策及管理碩士課程（MPPM）為在職專業人士、政策實踐者和未來的公共管理領導者提供政策分析和公共管理等方面的專業訓練，並致力於讓畢業生在競爭激烈的政府部門和社會組織中脫穎而出。
本期的校友訪談系列，我們邀請到了曾當選香港大埔區議員並長期服務于社區工作的羅曉楓同學，為大家分享他在議員任期結束後，重返校園在MPPM中精益求精的進修之旅吧!
分享一下你積極投身社會服務工作的經歷
我的父親于2004年擔任區議員，在他的薰陶下，我很早便有機會接觸和參與社會工作。在他創立的義工組織“大埔動力”中，我曾擔任過義務秘書，並積極籌辦各類型的義工服務，支援基層弱勢社群。
2016年，我首次參加區議員選舉並成功當選該屆大埔區最年輕的議員。任期內，我多次走入社區聽取民意，並頻密派發工作報告及設置街站，確保自身的議會工作和民生工作能貼近社區民情；同時在議會上，我也多次跟進區內私營骨灰安置所爭議、綠化地帶改劃劏房屋等大型個案，並就多項民生工程提供建議。議員工作結束後，我以經民聯地區顧問、大埔南分區委員會副主席、及大埔青年協會副會長身份繼續服務社區及協助青年工作，並通過使用大眾媒體與群眾保持緊密聯繫。
自2020年新冠肺炎疫情起，我積極動員大埔區的義工力量，協助政府進行防疫抗疫工作，由包裝、派發抗疫物資，到檢測站進行人流管理工作等等，皆可見我和義工們的足跡。
選擇MPPM繼續升學的理由?
在深入參與社區服務的過程中，我意識到自己需要加強科學化及專業化的公共管理能力，以提高對社區的優化管理。因此，於任期完結後，我便報讀母校香港教育大學公共政策及管理碩士課程，期待可以通過系統地學習公共管理知識、裝備自己為將來更好地服務社會作充足的準備。
MPPM的課程設置完全符合我的能力提升需要。課程致力於培養學生的政策分析能力和公共管理專業素養，以鍛造未來的公共部門領導人為宗旨，在政策科學、管理和政策分析方面指導我學習更專業的公共管理技能。課程提供的體驗式學習是最吸引我的地方：老師帶領學生走出課堂，理論結合實際地到各大機構考察學習。親身參與到體驗學習中，便有更多接觸機構高層的機會，令我能向他們學習如何更專業及有效的管理，必定會受益良多。
在MPPM的學習對你現在工作上的幫助
現時我于青年中心及社區服務處擔任管理職務，集中於政策研究、社區服務及青年工作。在我就讀期間正是新冠疫情猖獗的時候，因此無法參與到體驗式學習中，令我感到頗為可惜。但MPPM課程為政策研究工作提出清晰而堅實的學術基礎，令我更精准而全面地就其影響及有效性作出分析，並提出可行的建議，達到事半功倍的效果。我運用在課程學習中建立的牢固知識框架與工作中遇到的實際問題相結合，並批判性地思考每一個方案的利弊，讓我更好地為改善社區出一份力！
學長寄語
學校裡的課程可以為你們提供最好的裝備，應對社會中大大小小的難題及挑戰。然而，知識亦須與實踐經驗融合方可發揮最大的效果。因此我建議大家多留意社會正在發生的事，從多角度進行分析並從中打磨出屬於自己的觀點，才能真正達到學以致用。

The student helpers attended a training session at the Jockey Club HKFA Football Training Centre and worked with Christopher O'Brien (OB), Head Coach of the Manchester United Soccer Schools Hong Kong and his team of coaches on 31 July and 14 August. The two-day Family Football Clinic consisted of professional workshops for parents and training activities for participants of HKJC’s School Development Scheme.

亞洲及政策研究學系博士候選人以及「香港博士研究生獎學金計劃」的得獎者張宇先生(Herbary)最近獲得了由奧地利聯邦教育、科學和研究部(BMBWF)所頒發的Ernst Mach Grant-Worldwide全球獎學金。接下來，他將前往奧地利薩爾茨堡大學進行性別和移民相關的研究。
在本系副系主任（教與學）伍鳳嫦博士指導下， Herbary的研究成績卓越，他所進行有關泰國單親母親的交叉汙名和社會排斥的研究已在泰國產生了重大影響，並在實地考察期間獲得了泰國瑪希隆大學和朱拉隆功大學授予的兩項研究獎學金。
Ernst Mach Grant-Worldwide全球獎學金是一項針全球年輕學者，資助其到奧地利深造的研究獎學金。該獎學金競爭激烈，得獎者需在全球競爭者中脫穎而出。過往亦只有香港大學和香港中文大學的少數學生能獲得Ernst Mach Eurasia-Pacific Uninet Grant歐亞-太平洋學術協會獎學金。是次Herbary 的成就意義重大，讓本系師生的卓越研究能力再獲肯定。
由香港教育大學亞洲及政策研究學系主辦的2022年公共政策青年學者國際研習營，在五天精彩紛呈的研修、分享和交流後，於7月8日圓滿收官。
本研習營由香港教育大學博文及社會科學學院全額資助，遴選委員會按照研究方向、學術潛力和科研成績等標準，從全球300多份申請中選拔出 48位青年學者。入選學員地域分佈廣泛，遍佈五大洲。他們當中既有博士生、碩士生、博士後研究員、也有部分青年研究人員和助理教授。
本屆研習營由來自各地頂尖大學的著名公共政策學者和國際機構的精英專業人士帶領，採用理論授課與實踐指導結合的方式，圍繞當代公共政策研究的前沿理論與方法問題展開討論，旨在提高青年學者的研究及寫作能力。研習營主講學者來自香港教育大學、香港城市大學、加拿大西蒙弗雷澤大學、清華大學、土耳其科克大學、荷蘭伊拉斯姆斯大學和代爾夫特理工大學的著名學者。來自實務界的傑出專業人士包括世界銀行青年專家、越南政府公共衛生政策顧問、亞洲開發銀行及世界銀行前總幹事等。研習營通過包括研討會、圓桌訪談、工作坊和實戰操演等多種方式，提升學員的研究能力並培養他們的學術寫作素養。
啟動儀式上，香港教育大學副校長（研究與發展）陳智軒教授對參加本次公共政策青年學者國際研習營的學子們表示誠摯歡迎。他指出，本次活動將豐富學員們的公共政策知識，為青年同儕建立緊密聯繫，推進學員們互學互鑒、與專家和同行建立學術網路。
結業典禮上，香港教育大學亞洲及政策研究學系和經緯副教授對本次研習營圓滿結營表示祝賀，他期望學員們能通過這五天的研習營收穫豐厚，並鼓勵大家透過本次活動與同儕加強交流互鑒，推動高品質的公共政策研究。
在結營後的學員回饋中，大家對研習營的高水準組織、涵蓋主題均給予高度評價，讚揚導師們的高水準的無私分享 ，更有不少學員表達再次參與類似活動的強烈意願。一位學員評價本次活動 “完美地結合了定量和定性研究方法，突出了適合青年學者需求與學術發表相關的主題。研習營設計精良，理論和實踐能互相結合。”
香港特別行政區研究資助局於2022年6月30日公佈年度優配基金（General Research Fund, GRF）評審結果。香港教育大學亞洲及政策研究學系兩位學者在激烈的競爭中脫穎而出，獲得資助立項。其中，和經緯副教授的研究項目更獲得5.0滿分的評審結果。優配基金是香港高等教育界重要的旗艦級研究資助計劃。

The Department of Asian and Policy Studies (APS)* organised five sessions for the ‘Social Entrepreneurship Series’ in December 2021 to promote the Bachelor of Social Sciences (Honours) in Social Entrepreneurship and Development Studies [BSocSc(SEDS)], a new senior-year entry programme to be launched in the 2022/23 academic year. This series of seminars is supported by the University’s Central Reserve Allocation Committee (CRAC) Fund.
Social entrepreneurship is part of a fast-growing movement that utilises business tools to tackle pressing social problems and promote social causes. To encourage social entrepreneurship, the Hong Kong Government created the Social Innovation and Entrepreneurship Development Fund in 2013. This mission is shared by the commercial world. Over the past decade or so, many businesses and philanthropic foundations have also founded incubators and startup funds. According to a study conducted by the HSBC Social Enterprise Business Centre (2021), the number of social enterprise projects has increased from 269 in 2007 to 659 in 2021.
Against this backdrop, APS* is thrilled to have invited six experts in social entrepreneurship to share their experiences and thoughts with our university members and prospective BSocSc(SEDS) students. They are Dr Yanto Chandra, Associate Professor from the Department of Applied Social Sciences and the Founding Director of the Centre for Social Policy and Social Entrepreneurship of The Hong Kong Polytechnic University; Mr Francis Ngai, Founder and CEO of Social Ventures Hong Kong (SVhk); Mr Swadiq Khan, Founder of Chrisly Café; Mr Howard Ling Ho-wan, MH, Chief Consultant of HKCSS Social Enterprise Business Centre and Convenor of Artificial Intelligence & Social Intelligence Alliance; Dr Norah Wang, Research Fellow of the Centre for Civil Society and Governance of The University of Hong Kong; and Mr Timothy Ma, MH, JP, RSW, FCRP, Founding Executive Director of the Senior Citizen Home Safety Association.
The series was well received, attracting over 300 participants in total. Dr Xiao Hanyu, Assistant Professor of APS* and Programme Leader of Bachelor of Social Sciences (Honours) in Social Entrepreneurship and Development Studies, said: “Social entrepreneurship is one of the most important parts of the modern social economy. We hope by organising scholarly activities like the Social Entrepreneurship Series, we can stimulate more discussions about how social enterprises can provide innovative ideas to help solve increasingly complex social problems that defy easy solutions.”
