Prof. Woo Chi-keung, a Professor with the Department of Asian and Policy Studies (APS) at The Education University of Hong Kong (EdUHK) was invited by the Hong Kong Chapter of the Institute of Electrical and Electronics Engineers (IEEE) on 10 April 2017 to discuss Carbon Trading and Power Laundering in Western USA. The seminar looked into the effect of California's CO2 cap-and-trade (C&T) programme on the wholesale electricity prices of four interconnected market hubs.
