Civic Engagement, Higher Education, and Learning for Citizenship: The Experience of University Students in Hong Kong

Abstract:
This presentation spotlights Hong Kong university students’ notions of citizenship and relevant learning experience. It draws findings from two surveys conducted in 2013-14 and 2016-17. The 2013-14 survey reveals that university students’ ideas about citizenship were only tenuously related to anything they may have learnt from designated citizenship courses. Instead, they aspired to social movement as the site for learning and exercising citizenship. Students’ notions of citizenship are mainly associated with their lived reality and visceral sense of local belonging. In comparison, the 2016-17 survey finds students’ decreased interest in civic engagement, decreased affection towards local identity, but increased awareness of learning about political literacy and informed decision-making. In light of these results, this presentation proposes to engage audience in reflection on the civic role of Hong Kong higher education.
