The Department of Asian and Policy Studies (APS) cordially invites you to attend the following Policy Dialogue Session featuring Professor Anthony Cheung, Research Chair Professor of Public Administration and former Secretary for Transport and Housing, Hong Kong. Designed as a series of interactive sessions, the Policy Dialogue series seeks to address some of the most pressing policy challenges facing Hong Kong and the region. Details are as below:

6th session: ‘Hong Kong China’: Global city or just another city of China?
Hong Kong’s political unrest since 2019 has led to the imposition of a national security law last year and the recent revamping of its electoral system by the central government. International sentiments have turned gloomy about the city’s future, with the US ending the special treatment accorded to it as different from the rest of China under the 1992 Hong Kong Policy Act, claiming it is on a path towards ‘One Country One System’.
Apart from Western scepticism and boycotts, and Beijing’s distrust, Hong Kong has also found itself in uncertain waters in national integration (in particular Greater Bay Area integration). With Shenzhen fast catching up with the city economically, some wonder if the once much-acclaimed metropolis will now come to see its demise. Can Hong Kong still thrive as a global city within a growingly volatile geopolitical environment defined by US-China conflict, or will it have to be resigned to becoming just another city of China? About the speakers:
Professor Anthony Cheung is currently Research Chair Professor of Public Administration with the Department of Asian and Policy Studies at The Education University of Hong Kong (EdUHK). From 2008 to 2012, Professor Cheung was President of The Hong Kong Institute of Education (HKIEd), the predecessor of EdUHK. From 2012 to 2017, he was Secretary for Transport and Housing and Chairman of the Housing Authority. He is also Adjunct Professor at the Division of Public Policy, The Hong Kong University of Science and Technology (HKUST).
Professor KC Chan is the Adjunct Professor of Finance at The Hong Kong University of Science and Technology. From 2007 to 2017, he was the Secretary for Financial Services and the Treasury.
Professor Sung Yun-wing is currently Associate Director of the Joint Shanghai-Hong Kong Development Institute (CUHK and Fudan University), Associate Director of the Economic Research Centre, Hong Kong Institute of Asia-Pacific Studies, and Adjunct Professor of the Economics Department at the Chinese University of Hong Kong. From 2013, he is a member of Chinese Association of Hong Kong and Macau Studies(全國港澳研究會).
About the Policy Dialogue Series:
In the 2020-21 academic year, the two universities cooperate again to host 6 policy dialogue sessions. Professor Anthony Cheung is joined by other speaker(s) in the relevant field to explore some contemporary public policy challenges facing Hong Kong, as follows:
(1) Still ‘Two Systems’?: Hong Kong under national security law and new global geopolitical environment
(2) The Impact of COVID-19 Pandemic: Crisis management, and governance and policy priorities
(3) The Fury of Young People: Aspirations, mobility, and identity politics
(4) Housing Affordability: Can there be breakthrough solutions? (5) The Constraint City: Livability, mobility, connectivity and sustainability
(6) ‘Hong Kong China’: Global city or just another city of China?
The Policy Dialogue Series is interactive and encourages the participation of the EdUHK and HKUST community.
Due to the implementation of public health measures to reduce the spread of the COVID-19 virus on university campuses, the Policy Dialogue Series adopts an online mode via zoom.
