The project intends to contribute to the study of health policy and economics by gaining a deeper understanding of the difficulty of implementing health care reforms in a highly decentralised system with huge regional variation, and the actual role played by the provinces in implementing reforms.
Dr He chairs the Research and Development Committee of the Department of Asian and Policy Studies and plays a key role in organising the international conference series on social policy and governance innovation. Dr He is a devoted member of the international academic community.
