The population to be surveyed will include all students
enrolled in the grade that represents eight years of schooling, counting
from the first year of ISCED Level 1, provided the mean age at the time
of testing is at least 13.5 years.
For most countries the target grade would be the eighth grade, or its
national equivalent. In order to enable a link to CIVED participating
countries which tested a different grade in 1999, they will be encouraged
to assess the same grade in addition to the internationally defined
target grade.
The survey will be administered in 2009 to a stratified random sample of
over 3000 Form 2 Hong Kong students.
