PREPARATION OF A CODE OF PRACTICE ON EDUCATION UNDER THE DISABILITY DISCRIMINATION ORDINANCE
How can we improve equal educational opportunities for students with disabilities in Hong Kong? How can we provide suitable educational services to support students with disabilities?
Background of the Project:
In the mid-1990s, the Legislative Council established legislation to promote equal opportunities for Hong Kong citizens regardless of their gender or disability. In particular, in 1995, it passed the Disability Discrimination Ordinance (CAP 487), which aimed at eliminating various forms of discrimination against people with disabilities. This Ordinance has a broad scope and specifically addresses the rights of students with disabilities in various levels of the local education system. Subsequently, the Education Department initiated its "Pilot Project of Integration Pupils with Special Educational Needs in Ordinary School". In July 1999, the Equal Opportunities Commission authorized the Hong Kong Institute of Education to prepare a code of practice on education, which might provide a useful guideline regarding the rights and responsibilities of those involved in education in relation to disability. This includes groups such as Government, university personnel, School Boards, Principals, School staffs, parents, students and other professionals in the education and disabilities field. It is planned that the completed Code will be tabled in the Legislative Council when it becomes available.
