管治報告 香港教育大學 2020-2021 年報 59 Biography of Council Members (Appendix II) 校董會成員簡介（附錄二） Dr David WONG Yau-kar 黃友嘉博士, GBS, JP Chairman of the Council 校董會主席 Dr David Wong received a PhD in Economics at the University of Chicago in 1987. He previously served as an Economist at the Federal Reserve Bank of Philadelphia. Dr Wong has since worked in various industries including corporate finance, manufacturing and trading. He currently serves as a non-executive director at a number of listed and non-listed companies. Dr Wong actively participates in various community services. He is presently Hong Kong Deputy to The National People’s Congress, a member of the Chief Executive’s Council of Advisers on Innovation and Strategic Development and also a member of Exchange Fund Advisory Committee. Dr Wong is also Chairman of the Panel of Advisors of the Land Sharing Pilot Scheme and Chairman of the Board of Governors of HKCT Institute of Higher Education. He previously served as President of the Chinese Manufacturers’ Association of Hong Kong (2010-2011). Dr Wong was conferred an Honorary Fellow by Lingnan University in 2012, the Vocational Training Council in 2013, Hong Kong Baptist University in 2018 and The Open University of Hong Kong in 2020, respectively. Dr Wong was appointed a Justice of the Peace (JP) in 2010 and was awarded a Bronze Bauhinia Star (BBS) and a Gold Bauhinia Star (GBS) in 2012 and 2017 respectively. 黃友嘉博士於一九八七年獲美國芝加哥大學頒授經濟學博士學位。黃博士曾出任美國費城聯邦儲備銀 行經濟師一職，並擁有不同範疇的豐富經驗，包括企業融資、工業生產及貿易等。現為多家上市及非 上市公司的非執行董事。黃博士身兼多項公職，包括全國人大香港特別行政區代表、行政長官創新及 策略發展顧問團成員及外匯基金諮詢委員會委員、土地共享先導計劃顧問小組主席、港專學院校董會 主席等。黃博士為香港中華廠商聯合會前會長（二零一零至二零一一年）。黃博士獲多家教育機構頒授 榮譽院士，分別是嶺南大學（二零一二年）、職業訓練局（二零一三年）、香港浸會大學（二零一八年） 及香港公開大學（二零二零年）。黃博士於二零一零年獲香港特別行政區政府委任為太平紳士，於二零 一二年及二零一七年分別獲頒銅紫荊星章及金紫荊星章。
