Needs Analysis and Preparation for Principalship Course for Aspiring Principals

In July 2002, the Education Bureau announced that from 2004/05 all newly appointed principals must attain the ”Certification for Principalship” (CFP). The first key components of the CFP are the completion of a personal leadership Needs Analysis (NA) and “Preparation for Principalship Course (PFP)” for aspiring principals. The Education Bureau of HKSARG has accredited The Education University of Hong Kong to deliver the NA and PFP in Hong Kong. |

The overall aim of the NA is to provide Aspiring Principals with an initial gauge of their strengths and developmental needs so that they can: |
|

Assess their suitability for the principal role, and |
|
|
Design a meaningful personal professional learning plan geared toward achieving leadership potential. |
|
As outcomes of the NA, aspiring principals will: |
|
|
Receive feedback indicating their current strengths and weaknesses in relation to the context of school leadership in Hong Kong; |
|
|
Develop a greater personal awareness of their leadership within school-based management; |
|
|
eExamine the quality of their leadership within school-based management; |
|
|
Reflect critically on their motivation and desire to become a principal; and |
|
|
Identify what they need to do in order to better prepare for the principalship.
|
|
The PFP course comprises six leader learning modules, and training workshops for action plan writing as well as personal professional development portfolio preparation. The six modules include:

Module 1 – Strategic Direction and Policy Environment |
|
|
Module 2 – Learning, Teaching and Curriculum |
|
|
Module 3 – Teacher Professional Growth and Development |
|
|
Module 4 – Finance, Resource and Staff Management |
|
|
Module 5 – Quality Assurance and Accountability |
|
|
Module 6 – External Communication and Connection to the Outside World |
|
Course participants will be able to complete the six modules in 75 contact hours. Participants will then move on to conduct their Action Learning Projects.

Programme on Legal Matters in the School Context for School Principals
(An EDB Commissioned Leadership Development Programme)
(Programme Director: Cheng Yin-cheong; Programme Coordinator: Hui Wai-tin & Lu Jiafang)

|
This Programme aims to enhance school principals’ awareness and understanding of legal knowledge and related concepts, and put them into practices to carry out their leadership roles in school management more effectively. |
|
As outcomes of the Programme, school principals will: |
|
|
Understand the basic legal concepts that include the Basic Laws and ordinances in Hong Kong in the school context pertaining to school management such as the Education Ordinance and Education Regulations, Employment Ordinance, Disability Discrimination Ordinance, Sex Discrimination Ordinance, Personal Date (Primacy) Ordinance, and Dangerous Drug Ordinance; and |
|
|
Translate the above legal concepts and ordinances into practice with a view to better protecting teachers and students legally.
|
|
Programme of Leadership Enhancement for Serving Vice Principals
(An EDB Commissioned Leadership Development Programme)

Through the understanding of leadership theories and management practice in a business organisation or
an NGO, vice principals will:
|
|
|
Possess global perspectives of leadership beyond the school context; |
|
|
Gain a strong understanding of leadership in their business organization or NGO; |
|
|
Develop a deeper understanding of their leadership potential; |
|
|
Enhance their leadership knowledge and skills for transfer to the school setting with adaptations; and |
|
|
Become more effective school leaders.
