APCLC-EPL Leader Learning Programmes
for Middle Leaders, Aspiring Principals and Serving Principals


Under the leadership of Prof Cheng Yin Cheong, the APCLC has collaborated with EdUHK's Department of Education Policy and Leadership (EPL) on a number of leadership development programmes targeting both Hong Kong and regional leaders in 2017 and 2018. These programmes include:

(i) Leader Learning Programme for Principals in Mainland China and Hong Kong
(An EDB Commissioned Leadership Development Programme);
(ii & iii) Leadership Development Programme for Middle Leaders of Primary and Secondary Schools
(An EDB Commissioned Leadership Development Programme);
(iv) Programme of Leadership Enhancement for Serving Principals
(An EDB Commissioned Leadership Development Prgramme); and
(v) Needs Analysis and Preparation For Principalship Course for Aspiring Principals
(An EDB Accredited Leadership Learning Programme)

Leader Learning Programme for Principals in Mainland China and Hong Kong
(Programme Directors: Qian Haiyan and Allan Walker)
  The programme aims to enable leaders:
 
To acquire in-depth and comprehensive understanding on school-based curriculum development in Hong Kong;
 
To equip with up-to-date knowledge on school development and accountability framework in Hong Kong;
 
To develop skills in promoting STEM Education in schools with reference to good practices in Hong Kong;
 
To facilitate professional growth and development with the updated set of professional standards for teachers and principals in Hong Kong.


Programme of Leadership Enhancement for Serving Principals
(Programme Director: Cheng Yin-cheong; Programme Coordinator: Hui Wai-tin)
 
The programme aims to enrich serving principals’ leadership skills and knowledge of school improvement by learning about leadership in business organizations and / or NGOs. By collaborating with different private business organizations and public corporations, participating leaders will be provided with insightful opportunities for experiential learning about leadership and management. Participants will receive meaningful collegial feedback on their strengths and weaknesses in relation to the context of school leadership in Hong Kong from experienced school leaders, scholar-practitioners, and peers.


Leadership Development Programme for Middle Leaders of Primary and Secondary Schools
(Programme Director: Cheng Yin-cheong; Programme Coordinator: Hui Wai-tin)
 
The programme is designed to provide middle leaders in primary and secondary schools with the opportunity to enhance their knowledge and effectiveness as leaders, to better assist school principals in performing administrative duties and taking forward school-based initiatives. As outcomes of the programme, participants will:
 
Reflect critically regarding their roles and functions in school;
 
Be ready to serve as a bridge of communication between the school management and the teaching staff and to play an important role in school management; and
 
Enhance their knowledge, skills and confidence in assuming a leadership role among the teaching staff.


Needs Analysis and Preparation For Principalship Course for Aspiring Principals
(Programme Director: Cheng Yin-cheong; Programme Coordinator: Hui Wai-tin)
 
In July 2002, the Education Bureau announced that from 2004/05 all newly appointed principals will need to attain the 'Certification for Principalship’ (CFP). The first key components of the CFP are the completion of a personal leadership Needs Analysis (NA) and “Preparation For Principalship Course (PFP)” for Aspiring Principals. The Education Bureau of HKSARG has accredited The Education University of Hong Kong to deliver the NA and PFP in Hong Kong.

The overall aim of the NA is to provide Aspiring Principals with an initial gauge of their strengths and developmental needs so that they can:
 
Assess their own suitability for the principal role, and
 
Design a meaningful personal professional learning plan geared toward achieving leadership potential.
 
As outcomes of the NA, Aspiring Principals will:
 
Receive feedback indicating their current strengths and weaknesses in relation to the context of school leadership in Hong Kong.
 
Develop a greater personal awareness of their leadership within school-based management.
 
Reflect critically on the quality of their leadership within school-based management.
 
Reflect critically on their motivation and desire to become a principal.
 
Identify what they need to do in order to better prepare for the principalship.

 
The PFP course comprises six leader learning modules, and training workshops for action plan writing as well as personal professional development portfolio preparation.
The six modules include:
 
Module 1 – Strategic Direction and Policy Environment
 
Module 2 – Learning, Teaching and Curriculum
 
Module 3 – Teacher Professional Growth and Development
 
Module 4 – Finance, Resource and Staff Management
 
Module 5 – Quality Assurance and Accountability
 
Module 6 – External Communication and Connection to the Outside World
 
Course participants will be able to complete the six modules in 75 contact hours. Participants will then move on to conduct their Action Learning Projects.
